Les camps de déplacés ou de réfugiés, entre camps et bidonvilles, sont des lieux d’entre-deux : des milliers de personnes habitent ces espaces. Comment y créent-elles un environnement urbain et social, surtout quand ils sont non légaux et marqués par la précarité matérielle, temporelle et économique ? Basée sur le cas haïtien, cette communication interrogera les lieux de la précarité encampée comme des territoires définis par l’incertain, où une dynamique sociale s’instaure dans des jeux de pouvoir aux marges de la légalité. Des espoirs s’y développent, ce dont témoignent les habitats de moins en moins précaires et la transformation en camps-villes : ils démontrent qu’une cohésion sociale pérenne se matérialise par l’urbanisme. Habiter l’incertain, c’est à la fois créer sans bases, inventer une stabilité, mais aussi entretenir la vulnérabilité, être expulsable à tout moment, et rester en marge. Displaced or refugee camps, between camps and shantytowns, are in-between places: thousands of people inhabit these spaces. How do they create there an urban and social environment, especially when these places are non-legal and marked by material, temporal and economic precariousness? Based on the Haitian case, this communication will question the place of precariousness encamped as if they are territories defined by the uncertain, where a social dynamics is established in power games on the fringes of legality. Lots of hopes are developped there, as evidenced by their transformation in city-camps: they demonstrate that lasting social cohesion is materialising by the informal urban planning. Living in uncertainty is both creating without foundations and inventing stability, but it also means maintaining vulnerability, or being kicked out at any time, and staying in the margins. We will seek how this in-between is a place of all possibilities, all opportunities as well as all misfortunes.< Leer menos
