In this study, we will examine the effectiveness of these systems in light of the real problems of access to drinking water and sanitation services for low-income households. This analysis will take place in four phases. First, we will set the context with regard to water availability in France and the policy decisions that have been taken to promote water management that balances resource conservation with water needs for domestic, commercial, agricultural and industrial consumers. We will analyze the problems of access to drinking water and sanitation services that exist in France for low-income households. Next, we will look at the legislative framework that water service operators can use to design access schemes for the low-income households for which they are responsible. This analysis is crucial because this legislative framework defines the scope of action of operators. The objective of this analysis is to highlight the gaps between the real access problems and the implicit perception of these problems conveyed by the regulatory framework.< Réduire
