How do international interventions shape the politics of asylum and migration and impact mobility in the Horn? Since the 1990s, African and external actors, whether governmental or non-governmental, have jointly shaped the dynamics of migration and asylum governance, combining military and humanitarian interventions with asylum management and migration control. This chapter explores the impact of international interventions on the securitisation of migration governance. These interventions have meshed regional politics and foreign logics brought by Northern American and European actors over the course of the 1990s to the 2020s. The first section investigates how migration has progressively become securitised under the influence of foreign military and humanitarian interventions, the second section looks at the impact of securitisation on the governance of asylum and migration, and the third section examines how the European Union (EU) has accelerated the process of externalisation of migration control in the Horn in the wake of the 2015 asylum crisis.
