| dc.description.abstractEn | The European Parliament (EP) has been overlooked by European Studies for a long time. Initially, the European Communities were indeed developed outside of any reference to the parliamentary regime, almost against it; the system proposed by the 1951 and 1957 treaties was based on the central role of the High Authority/Commission, and only very limited powers were assigned to the parliamentary assembly. In the 1950s and 1960s, the attention of researchers was thus focused primarily on the High Authority/Commission: this institution did not only appear as the most influential element of the Community system but also as the most original one. With the intergovernmental turn of the 1970s, the Council started to gain attention from scholars. Then, from the 1980s, political scientists have paid attention to the Court, because of the impact its decisions had on the integration process. | |
