dc.description.abstract | Tandis que les précédentes recherches sur le handicap en Afrique du Sud se sont surtout intéressées aux programmes d’aides sociales, cet article examine l’interface entre le handicap, la protection sociale et le marché du travail dans la société postapartheid. Il montre ainsi comment l’injonction au travail pour les personnes en situation de handicap s’est structurée autour de la reconnaissance progressive du droit au travail et de la capacité d’action (agency) de ces personnes. Cependant, les études de cas révèlent à quel point l’expérience quotidienne du travail reste une source de frustration et d’impuissance (disempowerment) pour les personnes en situation de handicap qui vivent dans un township Coloured. À partir de ces observations la conclusion suggère que le système actuel, qui combine protection sociale et politiques de création d’emploi, participe à maintenir les personnes en situation de handicap dans une position liminale, dans la mesure où l’Etat les considère à la fois comme capables et incapables de travailler, leur promettant une place sur le marché du travail tout en échouant à leur proposer des emplois à long terme. | |
dc.description.abstractEn | While previous studies focusing on disability in South Africa have mostly discussed the programme of disability grants, this article examines the interface between disability, social welfare and the labour market in the post-apartheid society. On this basis, it shows how the pressure on people with disabilities to work is framed in a progressive recognition of their right to work and agency. However, ethnographical study cases reveal the extent to which the experience of work faced every day by people with physical disabilities in a Coloured township remains disempowering and frustrating. Based on these observations, the conclusion suggests that the current system of disability grants and job creation programmes keeps many people with disabilities in a liminal situation, since the state considers them fit and unfit for work at the same time, claiming to reintegrate them into the workforce while failing to offer them long-term employment. | |
