dc.description.abstractFace au vieillissement des infrastructures enterrées et difficiles d'accès, de nouvelles méthodes de gestion patrimoniale du réseau d'assainissement non visitable sont développées par un simulateur. Ce démonstrateur intègre trois outils de gestion. Le premier permet de mesurer les performances hydraulique, structurelle et d'étanchéité d'un réseau. Le deuxième utilise le nombre considérable d'éléments (tronçons de canalisations) pour appliquer des outils statistiques capables d'estimer le niveau de performance d'un ouvrage et de prédire son évolution. Enfin, le troisième outil associe les notions de coûts maintenance et de niveaux de performances pour évaluer la rentabilité financière d'une stratégie d'interventions. L'ensemble de ces notions fournit des programmes d'interventions préventives I.M.R (inspection, maintenance, réhabilitation) aux gestionnaires afin de minimiser l'impact d'un dysfonctionnement du réseau sur les usagers et le milieu naturel.
dc.description.abstractEnFrench sewer networks represent an important asset (250000 km). Managers of sewer system are faced with their infrastructure system ageing. The future investment to keep an acceptable performance of network is evaluated between 0.8 and 1.3 billion euros per year. Because the infrastructure system is buried and of uneasy access, it is difficult to estimate the performance of sewer network in term of tightness, hydraulic capacity and structural integrity. Faced with the important number of elements in a sewer system, statistical and decision support tools can be used to improve strategies of IMR interventions (Inspection, Maintenance and Rehabilitation). However, these strategies can only be used on extensive urban databases. From an Expert Urban Data Base E.U.D.B constructed with the collaboration of different managers, we want to prove decision makers that it is possible to increase sewer system performance through a better handling of urban information. Through comparisons of different IMR strategies with a global and local note of performance, we show how to give a synthetical visualization of performance indicators and predict their evolutions. For any of these problems, different techniques for estimating the performances of the pipes are used (relative risk analysis, Markov models, survival models...) and the ranking of priorities lays on a multicriteria analysis which accounts for the specific requirements of the manager regarding the system itself or its urban or socio-economical environment. The last part of this thesis underlines what can be the interest for improving the quality of information, when decisions have to be taken in not fully defined context. This part underlines a global approach of evaluation of service life cycle cost through notions of performance and IMR costs. It puts the basis of a new method for no-man entry sewer system management, enabling to analyze the profitableness of investment in terms of both technical and economical performance.
