Ce mémoire part du constat de la difficulté persistante qu'il y a à modéliser le système politique de l'Union européenne. Pour la surmonter, nous proposons d'analyser ce régime comme étant en voie de " parlementarisation ", c'est-à-dire comme tendant à se rapprocher du type de régime que connaissent les démocraties contemporaines. À ce titre, on évaluera d'abord les progrès réalisés par l'Union à l'aune de différents critères : le caractère démocratique de ce régime, la montée en puissance des pouvoirs du Parlement européen, et l'évolution des rapports interinstitutionnels. On se penchera ensuite sur le rôle que jouent aujourd'hui les acteurs politiques (députés européens, groupes politiques, partis politiques européens) dans le fonctionnement de l'Union. Enfin, on tentera d'objectiver la montée en puissance du Parlement européen dans la fabrique des politiques de l'Union, en prêtant une attention particulière au développement des trilogues interinstitutionnels. On conclura sur l'émergence d'un système institutionnel quadripartite original.Read less <

This thesis deals with the persistent difficulty to model the political system of the European Union. To overcome this challenge, we propose to analyze the EU-regime as experiencing a "parliamentarization" process, understood as an evolution that brings it closer to the type of regimes found in contemporary democracies. To this end, we first assess the progresses made by the EU along different criteria: the democratic character of the regime, the rise of the European Parliament's powers, and the development of inter-institutional relations. We then focus on the role played by political actors (MEPs, political groups, European political parties) in the functioning of the Union today. Finally, we attempt to assess the empowerment of the European Parliament in EU's policy making, paying specific attention to the development of the inter-institutional trialogue. We conclude on the emergence of an original quadripartite institutional system.Read less <
